The Russellville City Council passed an ordinance in 2008 allowing for a $10 per month discount on the water bills of those who are age 65+ or who are permanently disabled and who meet certain income guidelines. The complete ordinance is available at the City Clerk’s office. The only part Good Samaritan plays in the program is to certify those who qualify.
